Park Bond Summary

Note: On May 1, 2021, voters in the District turned down the proposed Park Bonds that are described here. No other Park Bonds are being proposed at this time.

The Board of Directors of Big Oaks Municipal Utility District has voted to submit a proposition to the voters of Big Oaks Municipal Utility District at the election to be held on May 1, 2021 to issue up to $12,000,000 in Park Bonds.

Attached is a brief description of the bonds:

Park Bonds
  • Purpose – The Park Bonds will be issued for the purpose of building park and recreational facilities in the District.
  • Projects – The specific projects to be financed have not been identified yet by the District – the Board of Directors intends on consulting with community groups – including both HOAs – to build a consensus prior to issuing any bonds.
  • Tax Rate – The Board of Directors has decided not to issue any bonds if the District’s tax rate would increase. Although the estimated tax increase on $100,000.00 of property in the District on the Voter Information provided is $30.00 per year, the Board does not intend to issue bonds if any increase in taxes would be required.
  • Water and Sewer Rates – The District’s water and sewer rates will not increase and the Board will not use water and sewer revenue to pay the Park Bonds
  • Amount of Bonds – By law the District can only have Park Bonds outstanding in an amount less than 1% of the District’s appraised value. With an appraised value of $440,822,262 for 2020, the maximum amount of bonds which can be issued and outstanding at any one time would be $4,408,222. The additional bonds (up to $12MM) may only be issued in the future if the District pays off previously issued Park Bonds or the District’s tax base grows. The Board of Directors would like to have the flexibility to issue future bonds in either event.

District Security

The Board of Directors of Big Oaks MUD has approved terminating its contract with the Precinct 2 Constable’s office effective September 30, 2020, and entering into a contract with the Fort Bend County Sheriff’s office to provide security services to the Twin Oaks Village and West Oaks Village subdivisions.

The Board hopes this will improve security in the District.

WCA Hurricane Laura Update

Friday, August 28th

WCA will be working normal hours and service for household waste, bulk or heavy trash, and recycling will be provided.

If your recycling day was missed this week, it will be serviced next week on your scheduled service day.

WCA Update for Hurricane Laura

As of today, the following is the tentative schedule for the remainder of the week.

Wednesday, August 26th

  • At 2:00 PM WCA will close, we want our employees to be able to be home in time to prepare for the storm.
  • Only household waste will be serviced, the recycling centers will be closing early.
  • Any communities not completed on Wednesday, will be collected on Saturday.

Thursday, August 27th

  • All yards possibly closed.

Friday, August 28th

  • TBD
  • Service will not begin until sun-up, so that our crews will be safe and be able to see debris, trees that are down, etc.

Roadway and Drainage Improvements to Bellaire Boulevard and Westmoor Drive

Bellaire Boulevard and Westmoor Drive were designated for roadway and drainage improvements as part of the Fort Bend County 2017 Mobility Program. The project scope includes a two-lane concrete boulevard with curb and gutter to complete the second half of a four-lane concrete boulevard for both roadways. Drainage will include additional curb inlets and manholes to tie into the existing trunk line. A portion of the trunk line will be constructed along Westmoor Drive to tie into the existing storm sewer. The total length of the project is 5,100 linear feet with the following project limits:

  • Bellaire Boulevard – 500’ west of FM 1464 to Westmoor Drive
  • Westmoor Drive – Bellaire to FM 1093

Additionally, sidewalk will be placed along the east side of Westmoor Drive between Bellaire Boulevard and Scrub Oak Drive. The estimated construction duration is 6 months.
